Notification of Bylaw Amendments MHRRC 2020 AGM

01) MHRRC Bylaw Amendment #1

      Ref: Article #82

        Motion: I propose that the wording in the above mentioned article be amended to read " The activities carried on within the Club shall be insured through the insurance offered by a Registered Insurance   

       Company"

       Reason: Club should not be limited to a specific company when looking for the best coverage for members.

02) MHRRC Bylaw Amendment #2

      Ref: Article #70

      Motion: I propose that the wording in the above mentioned article be amended to read, " Prior approval must be obtained from the general membership, on recommendation of the Executive Committee, for

      unforeseen/unplanned purchases over $7,500.00 for range infrastructure or for services required by the Club Bylaws."

      Reason: a) Expenditures incurred in the past year reference the disposal of the flax bales have demonstrated the fact that outside services requested from the club, that the amount of money allotted to complete

      jobs is not adequate and allowances must be kept in line with inflation.

     Reason: b) Change of wording from President" to "Executive Committee", ensures that money is not spent irresponsibly based on the decision of one individual.

03) MHRRC Bylaw #4

      Ref: Article #73

       Motion: To read; A fee for rental of the Club range facilities, shall have a rate(s) set by the Executive

                         Committee in the Special Interest Group Policy. These fees will be deposited into general

                          revenue and the rates posted on the Club website.

      Reason: Previous statement was too nonspecific.

04) MHRRC Bylaw #5

       Ref: Article 41 (C)

       Motion: To read; Maintain and generate financial records of all income and expenditures concerning the

       Club and make them available when requested by the membership

       Reason: Gives Treasurer the authority to generate bills to both Club and non Club users who rent

                         range facilities in accordance with the Club Special  Interest Group Policy.

05) MHRRC Bylaw #6

       Ref: Article #80

       Motion: To read; The finances of the club shall be audited on an annual basis and every  third

                                           year by an independent professional auditor.

       Reason: Requires amendment to fall in line with the guidelines laid out by Alberta Services/Societies Act.

06) MHRRC Bylaw #7

       Ref: Article #91

       Motion: To read; All Club members shall have an opportunity to purchase any items disposed of by the

                         Club. Items for sale shall be advertised on the Club website for a maximum of 30 days prior to

                          actual sale. If multiple members are interested in a single item, the process of using a sealed bid

                         shall be used to determine the sale of the item.

          Reason: 60 days slows the disposal process and sealed bids are only required if there are multiple

                            purchasers.

    07) MHRRC Bylaw #8

           Ref: Article 77(d)

           Motion: To read; Spend up to $7,500.00 without having to bring the purchase to a General Meeting as

                                               long as the purchase meets the spending criteria of the bylaws.

            Reason: Dollar amount was previously changed to $7,500 in Article #70.
